"Smooth operation of the public administration system is one of the main pre-requisites of a successful state oriented at development and progress" stated Mamuka Bakhtadze, Prime Minister of Georgia at an event organized by the Public Service Bureau of Georgia to summarize its performance in 2018.

According to the Head of Government of Georgia, a law was passed to achieve this goal in a timely manner for the reformation of the public service, which creates a significant foundation for strengthening a common, professional, merits-based public service that will be deprived of political influence.

"I am thrilled that I will address you as a representative of the political team, which announced public service reform as one of its priorities in 2012. When we talk about public service of Georgia we cannot help recalling Ilya Chavchavadze, who superbly elaborated the principles of modern public administration back in the XIX century and precisely defined the great importance of competent civil servants for the right perception of the image of public administration" added the Prime Minister of Georgia.

Head of Government believes that a civil servant employed at any public institution is a key nucleus, which serves as the most important point of reliance for government officials and politicians.

"I need to clearly note that public administration reform and its most significant component - public service reform - is an uninterrupted and lengthy process. It requires public awareness to be increased of the public administration reform, along with the support of civil servants towards our public institutions and public sector at large. I believe that it will by all means lead to very important and tangible results. I wish to solicit your support towards the capacity building, staff training and retraining in the public service to let them advance and improve professional skills, which will again and forever remain as a priority of our Government" noted the Prime Minister of Georgia.

According to the Head of Government of Georgia, significant support and contribution made by donor agencies in promoting the public service reform is particularly gratifying. Prime Minister of Georgia believes that public service reform is a step made forward for making Georgia a more successful country in view of its external priorities.

"It is the most important reform, which will help us on becoming further more successful towards our integration into the EU, European and Euro-Atlantic structures. EU-Georgia Association Agreement envisages our commitment towards this reform and is one of the significant pre-conditions of visa-liberalization. I am convinced that international partners clearly see our effort towards making this reform exemplary and most successful" added the Prime Minister of Georgia.

Head of Government of Georgia proposed to establish a Day of Professional Public Servant in the country and noted that people investing years in the state and public service should be rewarded and respected.

"I believe that it is our duty to permanently stress the deeds of these people towards the Georgian state. I need to underline that my goal is to make the professional public servant - as an institution - respected and attractive in our country, as their knowledge, professionalism and experience gained as a result of career growth is needed in the implementation of significant sectoral reforms that are planned by our Government. Civil servant is a basis of uninterrupted operation of the state and hence, respect and support of his/her professional merit is our duty and priority respectively" added the Prime Minister of Georgia.
