Our goal is to live in a country that is free from executioners and their victims; to ensure that this does not happen again, it is important to label events and to provide the legal assessment, analysis and to find motives, - Prime Minister noted in his speech during the presentation of the final report of the working group under the Human Rights Protection and Civic Integration Committee of the Parliament of Georgia.

Today Human Rights Protection and Civic Integration Committee of the Parliament of Georgia presented report that analyzes systemic crime of torture and inhuman treatment during 2004-2012.
Giorgi Kvirikashvili thanked the Parliament and the Human Rights Committee in particular for drafting such an important document. Pursuant to him, "Analysis of the past practice of torture and inhuman treatment and preventive recommendations" was drafted based on the findings and recommendations prepared by the Human Rights Committee of the United Nations and its elaboration was not demanded solely by Georgian people.

"Just glancing through the findings presented today enables us to see the whole picture and moves us. Notwithstanding the fact that we knew virtually everything, it is hard to imagine that such kind of atrocities occurred in our homeland, next to us - inhuman and degrading treatment, blackmailing and insults, outrages upon personal dignity, deprivation of property and killings. We became witnesses to this in a country, the government of which officially professed European values and course. Facts gathered and substantiated in the report are even more horrifying and provide comprehensive understanding of the events that used to take place in our country. The scales were truly disturbing and the crime carried systemic character - this given is reasserted in the reports of international human rights organizations. The thousands of cases served as a ground of prosecuting numbers if individuals and initiating court hearings against them. Investigation into some cases are still ongoing. I am sure that the perpetrators of the crimes will be prosecuted to the fullest extent of the law," - Prime Minister indicated.
Pursuant to Giorgi Kvirikashvili, government has stated many times and proved through its actions that it aims at reaching civic consensus in a country, since Georgia is on its path towards democratic development, building European, civilized nation.
"It too great efforts to avoid civil confrontation and revenge. Furthermore, today we hear absolutely groundless and insulting allegations against our government from the creators of this merciless system. Today they are absolutely convinced that notwithstanding their dirty and false accusations, they will not be persecuted by the state machine even for the most radical assessments, they will not be subjected to blackmail and revenge. That is the achievement of our government and nation. That is our distinctive characteristic," - Prime Minister elaborated.
Giorgi Kvirikashvili considers that we have left revenge in the past and today the government aims at consistent and peaceful development of the country as well as wellbeing of the country. He also emphasized the importance of preventive measures.

"Preventive measures shall be undertaken to ensure that no government will ever allow such kind of actions against individuals. We have to provide guarantees for our citizens that the government will serve to people and will never perform the role of executioner and oppressor," - Prime Minister noted.
Prime Minister extended his gratitude to all professionals who engaged in drafting the document and expressed hope that such actions will never take place in Georgia again.

The Human Rights Protection and Civic Engagement Committee of the Parliament adopted "Analysis of the past practice of torture and inhuman treatment and preventive recommendations" was drafted based on the findings and recommendations prepared by the Human Rights Committee of the United Nations. Document is publicly available to all interested stakeholders.
