At the initiative of the Administration of the Government of Georgia the PAR Council session was held

The Administration of the Government of Georgia, as the main coordinating body of the Public Administration Reform (PAR) organized the online session of the Interagency Coordinating Council of PAR.

The Council session was opened by Mr. Ilia Darchiashvili, the head of the Administration of the Government, Mr. Mark Clayton, the UK ambassador to Georgia, Ms. Anna Chernyshova, the deputy permanent representative of the United Nations Development Program (UNDP) in Georgia, and Ms. Sigrid Bretel, the head of the project department of the European Union Delegation (EUD) to Georgia. Representatives of the Council member state agencies, local and international organizations attended the meeting.

Participants of the meeting discussed both the general results of the implementation of the PAR in Georgia and the priority directions of the next phase of the reform. An independent expert presented the key findings of the Review regarding the implementation of the PAR Roadmap 2020 to the participants of the meeting.

At the Council session, the PAR Secretariat focused on the importance of developing a new PAR strategy and existing challenges to be addressed in the framework of a new phase. Stakeholders involved in the reform presented their opinions and recommendations regarding the development of a new strategy.

Mr. Alastair Swarbrick, expert of the Support for Improvement in Governance and Management Program of the Organization for Economic Co-operation and Development (OECD/SIGMA) presented SIGMA's recommendations regarding the development of a new strategy, and on behalf of SIGMA, expressed organization's readiness to support the Council in the process of elaborating a new PAR Strategy.

The PAR Secretariat presented the PAR Communication Strategy and Brand Book. The attendees of the meeting discussed the importance of the communication component of the reform and the further steps to improve it.

The Interagency Coordination Council session was held under the coordination of the Administration of the Government of Georgia with the support of the UK Government and the United Nations Development Program (UNDP). At the end of the meeting, representatives of the partner organizations once again expressed their willingness to support the successful implementation of the Public Administration Reform in Georgia.

In order to establish a transparent, accountable and effective public administration system, a Public Administration Reform (PAR) was launched in Georgia in 2015. The key goal of the reform is to improve public administration in Georgia and bring it closer to European Governance standards. The Reform is based on the European Principles of Public Administration and foresees five main and, considering the country's priorities, one more additional direction, as listed below:

  • Public Service Delivery
  • Public Finance Management
  • Local Self-government
