On April 30, 2012 was held the meeting of the Georgian Government. The agenda included 61 items.
Before the meeting Prime-minister of Georgia, Nika Gilauri talked about some issues in health-care field.
Here is his statement:
"Today, we are discussiong over 60 issues, from which several ones will be of special interests for the society. I would like to put some emphasis the issues submitted by the Ministry of Health.
The first issue implies a new version of insurance system, the second one is related to real rules of play that are being used at this stage.
As you know, since 1 September a new rule, a new law shall get into force, according to which all pensioners, citizens and all children within the age 0-5 will be insured. At the second session of the government, we have to enhance this issue, in particular, to determine content and price of package, and the rules under which insurance packages are to be distributed to the insurance companies. The rules of play in Tbilisi will indicate how to distribute to various insurance companies. I ask Zurab Chiaberashvili to explain the society what rules have been agreed at the meeting. It is of paramount importance that every second of our fellow citizens will be insured. This is a real break in our health-care system.
Concerning the second issue, it is related to the rules of play in the health-care sector. Till today, there was a quite complicated situation in terms of regulatory issues between patient, hospital, clinic and insurance company. Various companies have concluded different contracts and these contracts in many cases were not accessible for patients. The government will approve transparent, specific rules of play that will be clear to each of them.
This will be patient-oriented in order to avoid infringement of patients' rights and in case any problem is raised between patient and insurance company, patient and clinic or clinic and insurance company, these rules of play will regulate it to the extent possible. I would ask Zura Chiaberashvili to provide the information on this issue to the society within the following days.
One more issue that should be interesting to the society is the contract of financing for the part of Samtredia-Grigoleti road. We are concluding the contract with European Investment Bank. 170 million Euro will be the part of the loan, 20 million Euro- the part of grant. This is 30-year-old loan, in which the first ten years are so-called "Grace Period" that means, the country will not pay within the first 10 years. You are informed of financing the largest part of east-west main road, the constriction is underway on the part of Kutaisi-Samtredia road, Kobuleti road and East part. We did not have the source of financing for the next part of Samtredia and also the contract. Today, the session of the government will discuss this contract and we hope to sign it in order to start construction of this part".
