Georgia advances to 17th place in the world in government transparency index, also leading in Eastern Europe and Central Asia in public integrity

The European Research Center for Anti-Corruption (European Research Center for Anti-Corruption and State-Building) published its 2023 global transparency report, Transparency in the Time of War. According to the 2023 Transparency Index (T-index), Georgia has made a tremendous improvement by advancing from 54th place to the top 20, namely 17th spot.

In the Transparency Index, Georgia is ahead of fifteen EU member states and four G7 countries, also being on par with such leading countries as Finland, Sweden, and the UK.

In the ranking, Georgia is ahead of Canada, Germany, Japan, Italy, Switzerland, Ireland, Iceland, Denmark, the Czech Republic, Portugal, Malta, Austria, Poland, Hungary, Israel, Greece, Belgium, Luxembourg, the Netherlands, Australia, Cyprus, and South Korea.

According to the European Research Center for Anti-Corruption, "This report surveys the current state of government transparency worldwide, offering a real transparency measure for 143 countries. The T-index fulfilment score measures-by facts and not by perceptions-the distance from where a country is and where it should be on real transparency for accountability, using the Sustainable Development Goal 16 and the United Nations Convention against Corruption criteria."

As for the Index of Public Integrity published by the European Research Center for Anti-Corruption, it remains unchanged, with Georgia scoring 6.72 points to hold 32nd spot in the world. According to this study, in terms of the integrity of the public sector, Georgia is the leader in Eastern Europe and Central Asia, next only to Estonia in the post-soviet space.

This index measures corruption in a given country, and the highest score corresponds to a high level of corruption control, while the lowest score is indicative of a low level of control. The index studies the state's good governance practices, judicial independence and freedom of the press, administrative burden, and public accountability and transparency.

The report is based on profile studies, and reports by the UN, the World Bank, the World Economic Forum, and other internationally recognized entities and global ranking organizations. The project is supported by the Seventh Framework Program for Research and Development of the European Union.
