Today, the Government's meeting chaired by Georgian Prime Minister Irakli Garibashvili was held at the Government Administration. The Members of the Cabinet discussed nine issues.
The Government Members discussed the draft ordinance of the Georgian Government on amending the Georgian Government's February 21, 2013 Ordinance on Particular Measures to Be Taken for Transitioning to Universal Healthcare. Based on the draft law, a new model for financing diagnosis-related group (DRG) was introduced on November 1 in medical facilities. DRG is a tried and tested method of financing in developed countries which automatically calculates fair prices to be paid by the Ministry for citizens' quality treatment. The volume of financing is defined by a given patient's diagnosis, age, duration of hospitalization, and other criteria. After the introduction of the DRG system, patients will no longer have to cover extra expenses when receiving treatment. Instead, they will pay the amount defined as the copay share under the Universal Healthcare Program.
At today's Government meeting, the Members of the Cabinet also discussed the Georgian Government's draft ordinance on amending the Georgian Government's July 13, 2022 Ordinance on Measures toward Socioeconomic Assistance to Ukrainian Citizens and Permanent Residents Entering Georgia Due to the Military Action in Ukraine. According to these amendments, the entry of Ukrainian citizens and permanent residents into the territory of Georgia due to the military action in Ukraine continues and, based on the Georgian Government's ordinance, will continue until May 1, 2023.
The Socioeconomic Support Program applies to Ukrainian citizens and permanent residents who entered Georgia after February 1, 2022 and are unable to return to Ukraine due to the military action.
The Socioeconomic Support Program includes monetary assistance to provide both accommodation and living conditions.
Also today, the Government Members discussed the Georgian Government's draft ordinance on approving the 2022-2024 National Action Plan of Georgia for Implementing the United Nations Security Council's Resolutions on Women, Peace and Security, also on approving the Action Plan for Measures to Be Implemented in 2022-2024 toward Combating Violence against Women and Domestic Violence and toward Protecting Victims of Violence.
Based on the action plans above, the Government of Georgia, in cooperation with international and nongovernmental partner organizations, will ensure the implementation of every measure necessary for strengthening gender equality in every area of relations, also for preventing violence against women and domestic violence, ensuring effective response, and providing services tailored to suit the interests of victims.
Said plans were developed with support from UN Women and engagement from its experts. Every relevant public institution, along with municipal representatives, and members of international and local NGOs were involved in this process.
