Government of Georgia – Appearance 2018

Draft Decree on the Otkhozoria-Tatunashvili List Reviewed at the First Session of the New Cabinet Print Version

2018-06-26

During the approval in the Parliament, I promised to consider two major issues at the very first meeting of the Government.

Firstly, I would like to propose the Government's draft decree on a very painful and principled issue for us, one may call it a matter of honor for the country and each of us.

As you know, on March 21, the Parliament adopted a resolution to prepare the Government's draft decree and define the so-called Otkhozoria-Tatunashvili list. This list consists of persons charged, convicted, and exposed for such grievous crimes against Georgian citizens in the occupied territories as murder, kidnapping, torture, and cover-up.
At this point, the list includes 33 persons who, since 1991, have committed different crimes against Georgian citizens in eth occupied territories. The list is not exhaustive because the law enforcements are investigating around-the-clock, so the list may expand further.

At the same time, the Government has defined all measures to be taken by international organizations and partner countries in relation to those on the Otkhozoria-Tatunashvili list in order to enforce all possible restrictions and to support the administration of justice. In addition, state agencies responsible for enforcement have been identified to submit relevant reports to the Parliament and the Government of Georgia.

We are sparing no effort to ensure full support of the so-called Otkhozoria-Tatunashvili list from the international community and to secure concrete outcomes from its enforcement.

With the engagement of international partners, we will do our best to be able to conduct a substantial investigation into Tatunashvili's case, to ensure justice administered against the perpetrators in the murder cases of both Tatunashvili and Otkhozoria, and everyone covering up these crimes.
