Annual Report about condition of distribution of public information at the Chancellery of the Government of Georgia according to requests of article 49 of General Administrative Code of Georgia
(From January 1, 2011 to December 10, 2011)

The Chancellery of the Government of Georgia conducted its activities during the report period within requests of norms of General Administrative Code of Georgia, observing the principles of freedom and transparency of public information.

Requests about issuance of public information generally referred to orders of Georgian Prime Minister, resolutions and decrees of government of Georgia, minutes of meeting of government of Georgia, official correspondence, responses accepted in relation to reviewing of applications of citizens, copies of resolutions. Terms of issuance of information determined by article 40 of General Administrative Code were observed in case of issuance of public information.

79 written applications for issuance of public information were registered during the report period of the year 2011. 44 requests were satisfied, 20 applications were sent to relevant authorized administrative bodies according to articles 40 and 80 of above mentioned code. Decision regarding refusal of requesting of public information was made in 15 cases as it wasn't public information kept at the Chancellery of the Government of Georgia.

Decisions on denial to satisfy request of public information were made by authority of the Chancellery of the Government of Georgia based on report of the legal department.

Chancellery of the Government of Georgia guided by General Administrative Code of Georgia, provision of Chancellery of the Government of Georgia and other relevant legal acts when reviewing applications in respect with issuance of public information and refusing their issuance.

Resolution regarding issuance of public information was appealed in three cases - by Young Georgian Lawyers Association, association "Green Alternative" and citizen Roin Naochashvili. . The Chancellery of the Government of Georgia wasn't imposed expenses related to appealing, including payment of money in favor of the party.

There were no cases of violation of requests of administrative code by responsible official of the Chancellery of the Government of Georgia and also there were no cases of imposing of disciplinary fines on them.

Meetings of the government of Georgia were held according to rules determined by regulations of the government of Georgia within the report period. In some cases several issues were discussed publicly, with participation of representatives of press and TV and stakeholders. Briefings and Press-conferences were held in relation to different issues.
