On Trust in the Governmental Program and Composition of the Government of Georgia

The Parliament of Georgia resolved:

1. In compliance with Paragraph 3 of Article 80 and Article 811 of the Constitution of Georgia, trust be reposed in the Governmental program of Georgia "United Georgia without Poverty" (enclosed therewith) and the following composition of the Government:

UNITED GEORGIA WITHOUT POVERTY

United Georgia without Poverty - devoted objective of the Government of Georgia.

This objective shall be achieved through taking effective measures oriented on appreciable economic growth and territorial integrity of Georgia. Impact of global economic crisis and the fact of territorial occupation of Georgia are still a challenge.

Striving for united Georgia, the Government of Georgia will use all-round peaceful efforts to use diplomatic, political and public mechanisms to daily reach this goal, including effective use of a mandate on occupied territories of international observation or/and police contingent, through de-occupation and non-recognition of international policy.

State Strategy towards Occupied Territories: "Involvement through Cooperation" of the Government of Georgia and the Action Plan developed under this strategy is oriented on reduction of isolation, increase of availability of privileges of other citizens of Georgia for residents of the occupied territories and improvement of opportunities to take part in civilian life. Implementation of the strategy and its Action Plan will promote reconciliation of societies separated from each other.

Employment is the primary concern of economic and social policy. Return of Georgian economy to the high economic growth path, development of infrastructure, high quality education and business environment are the main components of employment policy.

The Government of Georgia successfully passed the critical phase of fighting the results of global economic crisis. Currently, the Government's mission is to maintain such progress and develop against the background of the still ongoing crisis.

Defence priorities will be as follows: improvement of management and further institutionalization of the defence system, education and training of the staff, development of armed forces facilities, support of integration in NATO and strengthening of bilateral cooperation.

Georgia will go on with effective steps for integration in NATO. Georgia will become a member of NATO. It will be become an organic component of the safety system of the alliance and not only the safety "receiver".

Macroeconomic stability still remains a fundamental task of the Government of Georgia. The fiscal policy of the Government of Georgia is oriented on budget gap reduction and single digit inflation. Effective cooperation with National Bank will be still a key tool of macroeconomic stability.

High competitive ability, development of competitive advantages will still remain as a challenge to the Georgian economy to attract a reduced international investment capital.

Free economic course of the Government of Georgia will ensure snowballing of economy and enable citizens, entrepreneurs and investors to fully reveal potential and employment.

Appropriate constitutional changes and the Act of Economic Freedom, Potentials and Value will ensure stability of the course and irreversibility.

Economic policy will be secured by low and simple taxes, high quality tax administering, reasonable and moderate regulation. The burden of tax and regulative administering will be pro rata the strength of entrepreneurs that will further give impetus to small and medium entrepreneurs. Double taxation agreements and increase of their number will create more comfort to non-residents for carrying out activity in Georgia.

Intensive work over "Associate Agreement" will be more priority in relations with the EU that will serve wider spread of "four principles of freedom" over Georgia to ensure free movement HR, goods, capital and services.

Free trade development, non-use of tariff and non-tariff barriers in trade with other countries will remain the policy of the Government of Georgia. Cooperation with the EU over "Deep and multi-purpose" Free Trade Agreement is the key priority in this direction.

The flexible and uncorrupted system of public administering oriented on tasks and services should ensure effective performance of public and economic tasks. Implementation of a new anti-corruption strategy and incentive-free preventive policy is the way towards further consolidation of unprecedented progress in fighting corruption.

Social policy which is built on target assistance of beneficiaries has been improved to increase target accuracy and assistance efficiency. The state will, still, render more assistance to those persons who need it the most. Much more assistance to the most vulnerable citizens will still remain the key principle of the social policy.

Monetary social assistance and health insurance are two footings on which social integration, access to medical service and public health are based upon.

The Government of Georgia will perform a new stage of health care reform to be based upon new principles: increase of a role of insurance industry and hospital service synergy.

Valued residence of IDPs and security with creative environment will continue till achievement of the final goal. This program will continue under the Action Plan of the State Strategy. Financial support of donor organizations will be used to legitimate accommodation of IDPs.

Effective use and transparent spending of grants and preferential loans of international financial institutes should create a platform for the Georgian economy within a medium-term through private international inflows for substitution thereof. Special attention will be still paid to qualitative and effective disbursement of circa 4.5 billion US dollars allocated for Georgia within the framework of the international conference of donors held in October 2008.

Development of infrastructure is a platform for the Georgian economy on which the best domestic and international integration should be based upon, the best living and investment environment, economic attractiveness of the country. The priority of energy, road and water supply infrastructure will be the same.

Complex works oriented on road-transport infrastructure will be continued to improve the condition of main road, secondary and local roads, consolidate the functions of the regional transit center of the country and assist freight turnover and trade within the country. Construction of the east-west road corridor will continue: construction of Zestafoni-Kutaisi-Samtredia section, Kobuleti and Batumi bypass roads and Vaziani-Gombori-Telabvi highway will begin.

Investments in the Georgian railway will keep on in a new scale for the purpose of modernization thereof and construction of a high-speed Tbilisi-Batumi mainline. Karsi-Akhalkalaki railway will be built to enable China-Georgia-Europe railway traffic. Tbilisi bypass railway line will be built.

Completion of work over United Air Space Agreement with the EU will be a significant phase in implementation of "Open Sky Policy".

Liberal energy policy, mainly focused upon renewable water resources, will more steadily ensure energy safety of Georgia, high flow of investments, increase of export potential, diversification of supply sources and strategic role of Georgia in the east-west energy corridor. All efforts will be taken for practical implementation of NABUCO and TETRI NAKADI projects. Construction of a 500-km high voltage power transmission line connecting Turkey will make the Georgian energy sector much more attractive and will promote attraction of private investments in power generation. power transmission lines (Senaki -1 and Senaki-2) in the western Georgia will be rehabilitated and restoration and construction of key segments of gas pipeline connecting the western Georgia, as well as completion of rehabilitation and construction works of the north-south gas pipeline. Private investments will be used to finance construction of more than 500 MW hydraulic power capacity. Metering will be totally completed by 2013. Stability of power system will be increased and the sector will be further regulated. The power system will operate concurrently with the power systems of the neighboring countries.

Village development is the main approach for the Government of Georgia towards development of agriculture. Regional roads, village development program, melioration infrastructure development, gasification program, and diversification of production will serve as a basis for attraction of investments in agriculture and maintenance if the social function of agriculture. Investment program which aims at circa 600-km secondary and local roads rehabilitation in all regions of Georgia will ensure better connection with villages. Rehabilitation of irrigation and melioration systems, riverbank reinforcement and rehabilitation of sports infrastructure in regions are the main projects. The main thing is to enter into Agreement on Mutual Protection of Geographical Indications of Agricultural Products and Other Food Stuff with the EU.

The Government of Georgia will continue programs on Revitalization of Georgian cities and recreational territories for more decentralization, business and tourist potential increase for the purpose of improvement of living and activity environment. The said programs will relate to seaside and mining recreational zones, as well as historic cities of Georgia. development of urban infrastructure will continue: implementation of solid waste projects, improvement of water supply and drainage system, local transport and other municipal infrastructure. A new many-year program will start. Within the framework of this program lax credit resource, total - 300 million USD, will be used for improvement of a unit urban infrastructure. Two long-term - 500 million USD above investment (4-5 year) program in the water supply sector will be prepared in cooperation with international financial institutes.
The Government of Georgia will develop the system of effective use of natural resources and protection of natural environment of Georgia through carrying out an institutional reform and operated licensing system, and minimizing a risk of natural catastrophes pursuant to early notices.

To increase global competitive ability of youth of Georgia the Government of Georgia will ensure further development of high-quality education infrastructure. Motivation and capacity building of teachers, safe school, tolerant environment, voucher financing with the right of choice, good school infrastructure, training technologies and other attributes shall serve as tools for such development.

Introduction of healthy lifestyle as well as improvement of sports infrastructure and organizations engaged in sports and youth will be promoted.

The Government of Georgia will ensure further consolidation of progress achieved in public order to maintain the high trust of the society in the police, create a safer atmosphere for citizens and improvement of business environment.

Reforming the Criminal Procedure Code will bring it into compliance with international standards. Administrative offences system will be reformed with the purpose of introduction of a modern transparent system of judicial proceedings oriented on prevention of offences.

The process of bringing the penitentiary system into compliance with the international standards - rehabilitation of all penitentiary departments and improvement of accommodation, protection of right and healthcare of prisons. The system of rehabilitation, re-socialization and reintegration of convicts will be developed. A modern probation system will be still generating the objective of which is protection of rights of prisoners and improvement of social environment.

Development and assistance of an independent and unbiased system of justice is a strategic mission of the Government of Georgia. Further actions in this field should be based upon the already achieved progress, increase of public trust and involvement, development of jury institute.

Execution of judicial awards will be more effective in the enforcement system through introduction of a private system of enforcement.

Efforts taken by the Government of Georgia for improvement of the elections system of civil pluralism will be important for consolidation of democratic institutes.
