The Prime Minister led the December 26 government meeting at the Administration of the Government. 37 issues on the agenda were discussed, along with 20 additional issues. One issue was postponed. A total of 57 issues were approved.

The government meeting approved the draft government decree on the Safety of Transportation, Labeling, and Marking of Genetically Modified Living Organisms on the Territory of Georgia. This draft decree was drawn in line with international standards related to genetically modified living organisms. It defines terms for transporting genetically modified living organisms through the territory of Georgia. In particular, transportation is authorized if given genetically modified living organisms are registered with the registry for genetically modified organisms and if relevant licenses have been issued. It is prohibited to transport genetically modified living organisms together with other goods. Mandatory qualification requirements for persons accompanying genetically modified goods are also defined. In addition, after the completion of transporting, the safety of relevant containers must be ensured.

Amendments were made to the December 31, 2004 Government Decree #124 on Automobile Gasoline Qualitative Norms and the December 25, 2005 Government Decree #238 on Standards of the Composition of Diesel Fuel, Analysis Methods and the Introduction Thereof. The qualitative and quantitative characteristics of automobile exhaustion depend on the type, quality, and amount of fuel. The quality of fuel, that is, its ecological parameters (for example, the ratio of led, benzene, aromatic hydrocarbons, sulfur, and others), largely define the amount of exhaustion and of harmful substances therein. For example, the amount of sulfur in fuel directly impacts the amount of sulfur dioxide (SO2), one of the main air pollutants, in the atmosphere. Today, by authority of a relevant government decree, the highest level of sulfur in gasoline is set at 150 mg/kg and 200 mg/kg in diesel. Thus, its amount is 15 and 20 times the amount allowed in line with European standards (10 mg/kg) for gasoline and diesel, respectively. It should be noted that the EU-Georgia Association Agreement involves the alignment of Georgian Legislation with European legal acts, including gradual harmonization with European standards of liquid fuel.

The government meeting also approved the concept on the development of continuous professional consultation and universal access to career planning services and the 2015-2017 action plan for its implementation. This project serves state interests in relation to continuous professional consultations and career planning (economic, social and political, and cultural development, dropping unemployment rates, improving level of education, association with Europe, and so on), on one hand, and the interests of individual citizens identification and realization of one's abilities, continuous career growth based on strong points and values, relevant education, successful adaptation to the changing labor market), on the other. This project also defines short-term goals, objectives, anticipated outcomes, and the roles of responsible and supporting agencies/organizations in the process of implementing the concept on continuous professional consultations and career planning.
