The competition's participants were given ten days to submit applications. Every stakeholder was entitled to take part in the competition. 48 applicants submitted applications. According to the Charter of the Competition Commission for Selecting State Inspector, the submitted applications were shortlisted at the initial stage to be followed by interviews with shortlisted candidates as part of the second stage. Accordingly, the Competition Commission for Selecting State Inspector summoned them for an interview on June 1.
