2018-2020 Action Plans by the Interagency Gender Equality Commission Approved Print Version

The Government of Georgia has approved the 2018-2020 Action Plans for Measures to Combat Violence against Women and Domestic Violence and to Protect Victims and the Implementation of the UN Security Council's Resolution on Women, Peace and Security.
These national framework documents combine unified and consistent measures under state policy seeking to eliminate and prevent violence against women and domestic violence, also to meet the needs of refugee and conflict affected women and those living along the boundary lines.

The action plans' goals, objectives, and activities correspond to Un SDGs 5 and 16, and the recommendations under the Universal Periodic Review (UPR), the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the reports by the Special Rapporteur on Violence against Women, Its Causes and Consequences, also meeting the requirements of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (Istanbul Convention).
The development of the 2018-2020 Action Plans took into account the experience from the development of the previous action plans and their assessments, also the Public Defender's reports and recommendations. Responsible state institutions and representatives of civil society and international organizations were actively engaged in the development of the action plans.

Consultations were held with refugee women and conflict affected women living along the boundary lines, with recommendations from direct beneficiaries, including victims of violence, taken into account.
To ensure the effective implementation of the action plans, indicators and basic and benchmark goals were defined at the levels of both goals and objectives. The implementation phases of the action plans are in line with the implementation timeframe for the 2018-2020 Government Action Plan on Human Rights.
